Don’t worry about it, the new rules only apply to the self-employed if they driver vehicles that come uder the tacho regs.

I’ll check later but it was intended to be implemented as part of the RTD which specifically only applies to drivers of vehicles that come under tacho regs.
It’s possible that they’ve changed this but I’ve certainly not noticed anything that says they have. I’ll check later.
I spoke to somebody who SHOULD know about this and as far as he knows my understanding is correct – it’s just for drivers on tachos.
If you could point us towards where you’ve heard this we’d both be very interested.
